2024-2026 Domestic Rent Review and Concessionary Measure for Rental Estates of the Housing Society
The Hong Kong Housing Society (HKHS) announced that its Executive Committee has approved the rent adjustment and corresponding relief measure for its rental estates for the years 2024-2026.
After a dual and balanced review of the operating cost and tenants’ affordability, the rent for the 20 rental estates under HKHS will be increased by 10%, effective from 1 October 2024 to 30 September 2026. The average monthly rent increase per household is about HK$230 and HK$640 for tenants of HKHS’s Group A and Group B rental estates respectively.
In light of the prevailing economic situation, HKHS has decided to provide a special concession by waiving the extra rent payable by the tenants as a result of rent adjustment for the first three months. The rent foregone is estimated to be around HK$24 million. To safeguard a rational allocation of resources, “well-off tenants” will be required to pay the new rent starting from October 2024. In addition, tenants who encounter short-term financial difficulties can seek help from HKHS’s Rent Assistance Scheme, under which eligible tenants will be granted a rent reduction of 25% or 50%.
As a self-financing not-for-profit organisation, HKHS keeps the operating accounts of its rental estates independent of other businesses. The rent level of HKHS’s rental estates is reviewed every two years in accordance with its established review mechanism, that aims to strike a balance between tenants’ affordability and the operational sustainability of rental estates.
HKHS pledges to continue with estates facilities upgrade to cater to the needs of ageing estates. Over the past two years, the operating expenditure of HKHS’s rental estates has increased, resulting in operating deficit. It is anticipated that HKHS’s rental estates operation will continue to incur a deficit in the next two years.
