Housing Society Announces the Newly Elected Supervisory Board

The Hong Kong Housing Society (HKHS) convened the 72^nd Annual General Meeting (AGM) today (13 September), at which members of the new-term Supervisory Board were elected.  Following the AGM, the first Supervisory Board meeting was held, at which Prof Ling Kar-kan and Lincoln Leong Kwok-kuen were elected as the Chairman and the Vice-Chairman respectively for a term of three years.  Members of the new-term Executive Committee were also appointed during the meeting.

Prof Ling Kar-kan joined HKHS as a Member in 2017 and has served as a member of the Executive Committee since January 2018.  He was elected as Vice Chairman and appointed as a member of Nominating Committee in September 2018.  Prof Ling Kar-kan has extensive experience in public administration, having previously held the position of Director of Planning of the Hong Kong Special Administrative Region Government.  He also served as a Strategic Planning Advisor for Hong Kong/Shenzhen Co-operation, assisting the Government in formulating the Northern Metropolis Development Strategy.  He is currently the Interim Vice President (Campus Development and Facilities) and Director of Jockey Club Design Institute for Social Innovation of The Hong Kong Polytechnic University.  Lincoln Leong Kwok-kuen is the former Chief Executive Officer of the MTR Corporation.  Since joining HKHS in 1996, he has been appointed multiple times as a member of the Supervisory Board and Executive Committee, and held the position as HKHS Vice-Chairman from 2012 to 2018.

As a not-for-profit organisation governed by Members, HKHS adopts a two-tier board governance structure comprising a Supervisory Board and an Executive Committee.  The Supervisory Board determines the mission, vision, core values and guiding principles of HKHS, and oversees nomination, appointment and audit functions.  The Executive Committee sets business strategies and policies to achieve the mission and objectives, and monitors the performance of the Management. 

Members of the Supervisory Board and the Executive Committee are drawn from HKHS Members and the term of office is normally three years.  At each AGM, at least one-third of the existing members of the Supervisory Board and the Executive Committee (excluding the ex officio members and the Chief Executive Officer and Executive Director of HKHS) shall retire from office to maintain a balance between continuity and the intake of new blood with new ideas, and ensure that the governance team is equipped with the expertise and experience required.
